Virtual Alabama earns top distinction for demonstrating measurable improvements in the efficiency and effectiveness of government programs. The 28th annual Management of Change conference was an incredible success and the American Council for Technology (ACT) was proud to recognize both outstanding programs and leaders in the IT community at the conference which was held in Norfolk, Virginia. 2008 Intergovernmental Solutions Awards Each year federal, state and local agencies compete for the prestigious Intergovernmental Solutions Awards (ISA) awards which are based on criteria determined for that particular year. This year, the winners represent federal and state agencies that clearly demonstrated how adopting best practices—from government as well as from industry-- led to measurable improvements in the efficiency and effectiveness of government programs. In addition, to earn the top distinction, the winning programs met stringent criteria which this year asked that the programs be: intergovernmental and collaborative; demonstrate technology leadership and innovation; demonstrate business transformation; have measurable impact and results; and have solutions that are available and replicable. The four federal/civilian ISA Award winners were:
Ø Business Gateway Initiative, U.S. Small Business Administration; Ø Data-at-Rest Tiger Team (DARTT), Intergovernmental DAR Encryption Initiative (Federal, State, Local, and NATO) General Services Administration, and Department of Defense; Ø National Exercise Simulation Network (SIMNET), Department of Homeland Security; Ø National Housing Locator System (NHLS), Department of Housing and Urban Development.
